If your hair is still orange I would re bleach with a 20.Vol developer until your hair reaches a light yellow and then use a toner of your choice, even Wella T18. Apply it in small sections on dry hair and use a dye brush! It sounds like it didn't lift enough the first time, so I'd go back in and re-bleach the roots.
